Doesn't matter which type of Mac you have. What determines whether your Mac can run the current version of Numbers is the operating System installed on your Mac. And what determines the most current OS you can run is a combination of the model of your Mac and the introduction date (year, and part of year) of that specific type and model.

The current version of Numbers requires macOS 11.n (Big Sur)

Big Sur requirements can be found here: https://support.apple.com/kb/sp833?locale=en_CA

What do you mean by "blocked"? Bricked?

I tried clicking on an app in the store that requires Big Sur (I have Catalina). It has a download button but it gives me a message that I cannot install it because it requires MacOS 11. This seems to be different from what you are seeing.

When I look at Numbers in the app store, the button says "open".

If your Numbers app is "bricked", you might try deleting it then go to your account in the app store (where all your previous purchases are listed) and download it from there if you cannot download it like a new app. I assume it will let you download a previous version that way. I hope.

The icon for Numbers is covered with a circle with a line through it and when I click on it I get a window telling me that Numbers 09 isn’t supported in this version of macOS. You can download the latest version of numbers from the App Store. When I go to the App Store and find numbers there doesn’t appear to be a download button.

Numbers '09 (aka Numbers 2.x) is an older version than what you have installed. It was current for OS X 10.4.11, and was supported (or at least, continued to run, on OS X versions up to El Capitan. As your Mac has told you, that version is not supported in the OS X or macOS version installed on your machine.

There are older versions that do work on your computer. I don't know how to get an older version, though. I thought perhaps if you went through your purchased apps on the app store (as described in an earlier reply) you might find Numbers there and it might allow downloading of a version that works on your computer.

As more background on your problem, it is because Apple dropped 32 bit support. Numbers 09 is a 32 bit application so it is no longer able to run. Apple bricked a lot of applications with this move. Many are from developers who will not be updating their apps. Those apps are now dead and gone unless you kept an old computer around or learned to ignore Apple's constant annoying "reminders" to update your OS.
