I just deleted photos from icloud how to recover it all

Recover them from Recently Deleted. See instructions in: If you're missing photos or videos in the Photos app - Apple Support

I understand that you deleted the photos from iCloud itself, not your phone.

I don't use iCloud Photos myself but, to add to FoxFifth's post, in iCloud Photos proper there seems to be also a Recently Deleted folder. Look into that folder and see if you can restore your photos. The Apple's article is not clear on how you do it from iCloud.com.
