Under Settings/General/About/Network it says "Not Available", then "SIM not provisioned". I am trying to set up a new I phone.

I need help setting up new I phone, old I phone 7, new 8. Under Settings/General/About/Network it says "Not Available", then "SIM not provisioned"

That means that your carrier hasn’t activated the SIM that you inserted.
