I'm trying to install the MySQL Workbench application and every time I allow the app to open in my security and privacy preferences, it comes up with a message that it quit unexpectedly. I've restarted it and deleted the app then tried again multiple times.

I also had the same problem when I tried installing MySQL Workbench 8.0.23 on Big Sur. After some research I found out that the version 8.0.23 does not currently work on Big Sur. But version 8.0.22 and below works fine. If you can, I think you should try with version 8.0.22. It worked for me.

I experienced the same for MySQLWorkbench 8.0.22. Try rollback to 8.0.21 and it works for me.
Download version 8.0.21. It worked for me. Good luck
