Good afternoon I was orther a iPhone 11 so I can’t unlock it for any carrier so I need help pls

You probably got a locked model, meaning that it stays with one carrier unless that carrier unlocks it. See this link for info: https://support.apple.com/en-us/HT201328

Please provide more details. What are you attempting to do but are not successful? Did you just change carriers and are installing a new SIM card?
