Family Sharing is Set Up, But Eligible Subscriptions Show No Sharing Options

I have Family Sharing set up with me as the organizer and shared with my brother and parents. They have been able to use Apple News+, Apple TV+ and AMC+ just fine. I now have a Weather Channel subscription and a NYT Cooking subscription that I would like to share with them. In the app store both of these apps say that they support Family Sharing. From what I have read, I should be able to go into:

Settings > Apple ID > Subscriptions, and then go into a subscription I want to share and there should be an option to toggle Family Sharing on or off. None of my subscriptions show Family Sharing options, not even the ones that are already working. I have Share New Subscriptions turned on, but that makes no difference either. Do I have to have Purchase Sharing turned on for this to work? I don't want to do that. I've read multiple explanations and they all say I should just be able to go into each eligible subscription individually and just turn Family Sharing on or off. What am I missing? Thanks!
