Disabled iPad

I am trying to Open a secondhand iPad. It says go to ITunes - I have an Apple ID but I don’t have a PC. So, I’m trying to use a laptop in the Family. Do I have to Download ITunes on the Laptop to force it or can I reach it through apple.com.

HELP PLEASE
