iPad bought with icloud locked

Hi, I bought an iPod from Internet and that's locked in icloud. I want to know the first owner of this device to tell him about this situation.

"Activation Lock for iPhone, iPad, and iPod touch" is a security feature, in part to deter re-selling of stolen devices. To learn more click here --> http://support.apple.com/HT201365

Turn off Activation Lock. To read more click here --> https://support.apple.com/HT201441 - An activation lock can only be removed using the log-in information for the account that applied the lock.

Get the owner of the account to remove the lock or return the device for a refund. The device is otherwise useless to you. If the owner has not provided contact information as a message showing in the login screen there is no way to contact the owner unless the person who gave you the device knows them.

You do not purchase a second hand Apple iOS device without first inquiring and asking for photo/video or in-person PROOF ( if the used Apple iOS device is going to be purchased locally ) that the device is User Activation Lock FREE!

When an Apple iOS device has been properly reset for sale or giveaway, when it first powers up, the Apple iOS device will present a multi-language, animated “Welcome” screen indicating that this is a completely unlocked device.

If anything else comes up on the screen when a used iOS device is powered up, chances are, it is user activation locked or soon will be once you try to reset it.
