Some good old programs have not been updated and my old MacBook is dying,

The newer MacBook got upgraded to 64 bit and has caused much grief to an 80 year old man.

On a Mac running Catalina or above, no. Otherwise, it depends on the application.

With the introduction of macOS Catalina, only 64 bit apps are compatible. So, no new Macs are going to be able to run 32 bit apps.

No currently shipping MacBook Airs or MacBook Pros would be capable of booting from any macOS version prior to Catalina.
