See the following from Set up and use iCloud for Windows - Apple Support

When you turn on Photos, iCloud for Windows creates a Photos folder in File Explorer called iCloud Photos.

When you turn on iCloud Drive, iCloud for Windows creates an iCloud Drive folder in File Explorer.

With iCloud for Windows, if you turn on iCloud Photos and iCloud Drive, photos and files will automatically upload and download from your Windows PC. If you don't install iCloud for Windows you could access them using an internet browser and manually upload/download.
