I lost my iphonexr and also my phone was reset how could I get it.

It sounds like whoever has it knows your Apple ID info in order to reset it. Did you have Find My iPhone active? If not and it’s truly been reset there isn’t anything you can do to locate it other than contacting law enforcement and hoping they assist. Apple can’t locate it and won’t get involved. Also contact your carrier and let them know so they can black list it if necessary
