How do I turn off these insanely loud sound notifications?

I tried resetting settings to fix a battery charging problem. (Didn't work, but whatever.) Now I'm getting lots of really loud notifications, WAY louder than my volume settings. Is there any way to turn them off? I mean, of course I tried setting ringer and alerts to silent, but of course that doesn't do anything. I guess I have to open notifications for each app individually and turn off sound notifications? Is there maybe a 3rd party app that will ACTUALLY turn my sound notifications off, since the settings don't work?

If you made the adjustment in Settings>Sounds>Ringers and Alerts by moving the slider all the way down to the lowest volume and you are not controlling those sounds by using the volume buttons, try a forced restart and see if that fixes it.

Press and quickly release the Volume Up button. Press and quickly release the Volume Down button. Then press and hold the Side button until you see the Apple logo.
