Making playlists

I have lots of music that I pay for through Apple music every month. My playlists appear on my old computer, my iPhone and this computer. I can create playlists on my old computer, but not on this one. When I use my old computer, I go to iTunes, but this computer will not find iTunes for me. What am I doing wrong?
