Apple Pay verification

I have tried several times now to scan my ID card in order to access a payment I have received via Apple Pay, yet every time I scan a clear picture of the front and back of the ID, it says verification failed. I was wondering if there is ant other way I can verify my Apple Pay account or at least decline the payment so the money goes to the senders account.
