Using Siri to pay friends with PayPal

Whenever I try to pay a friend with PayPal using Siri I get the response “PayPal hasn’t added support for that with Siri”. It hasn’t worked for a long time, and when I got my friends to try it they get the same response, but PayPal have said it should still work. Does anyone know why this is happening and how to fix it?
