I put a shortcut of a website on home screen. There is now an icon to access the website from Home Screen. Problem is I can’t make it go away now. When trying to toggle, it doesn’t put an x so I can do anything with it. I tried to go in my bookmarks on safari in hopes to find it there, but no luck 😏

We understand that you have a website shortcut bookmarked on your home screen and are unable to get the "X" to remove it. This sounds like you may have Restrictions enabled in Settings. Let's start by checking your Screen Time settings, this is the most common cause of what you are describing.
On iOS 14, go to Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Deleting Apps and turn off.

Try going to Settings -> Safari -> and hit Clear history and web data, this helped me before.
