On messages what does it mean when it says downloading messages from I cloud but yet it does nothing?

iPhone SE, iOS 14

This means that Messages in iCloud is enabled. Your messages, if any, are synced between your devices that are logged in to iCloud. You must be connecting the charger and WiFi.
