Can’t delete an app from App Library
i can’t delete an app from App Library, my settings are marked to allow to delete and purchases apps, but it changed nothing.

what you're showing in your screenshot is not the App Library. You're showing the screen when you swipe downward and a search field appears. You can't delete from there.
To access the App Library, you swipe left on your Home Screen until you get to the very end.

you can delete from the App Library by locating the app in it's category and tap/hold, select Delete App
or you can go to Settings > General > iPhone Storage > [app name] > Delete
