Perhaps you don't have an iPad 5th generation, since that model supports iPadOS 14 or later.

To check what iOS/iPadOS version is currently running on your iPad, go to:

Settings>General>About>Software Version.

To check your iPad model, look at the back cover of your device, and you'll see a model code "Axxxx" (where xxxx are four numbers).

Then take a look at this list:

Whether or not you are able to update your iPad to a newer version of iOS/iPadOS will be dictated by your iPad model - and the currently installed version of iOS. You can find this information here:

Settings > General > About

Not sure which iPad you have? Identify your iPad model.

Here is a list of the highest version of iOS supported by the older models of iPad (for simplicity - “generations” are shortened to a number) that are restricted in their ability to be updated:

iPad1 - iOS 5.1.1

iPad2, iPad3 and iPad mini1 - iOS 9.3.5 (WiFi Only models), iOS 9.3.6 (WiFi & Cellular)

iPad4 - iOS 10.3.3 (WiFi Only), iOS 10.3.4 (WiFi & Cellular)

iPad Air1, iPad mini2 and iPad mini3 - iOS 12.5.1

Purely on the basis of your question, I would speculate that you actually have an iPad2, iPad3 or iPad mini1. These models can only be updated to iOS 9.3.5 (WiFi Only models) or iOS 9.3.6 (WiFi & Cellular models).

Apple ended update support for these models in September 2016. These models of iPad cannot be updated to iOS 10 or later major versions of iOS, as the internal hardware does not meet the minimum technical requirements for new versions of iOS/iPadOS. This limitation cannot be bypassed; these are 32-bit architecture devices, whilst all recent versions of iOS/iPadOS are designed for 64-bit hardware platforms. iPad2, iPad3 and iPad mini1 are obsolete.

You may wish to consider that compatible Apps for your iPad are increasingly difficult to find - as third-party developers are increasingly dropping support for older versions of iOS preceding iOS11/12/13. As older versions of Apps are removed from the Apple App Store, you’ll not be able to (re)download or install them - which may severely limit the usefulness and utility of your iPad. As such, if you want or need to access most current Apps, requiring more recent versions of iOS, you’ll need to consider replacement of your iPad with a newer or current model.

Of current models, even the entry-level iPad8 has specifications and capabilities that will massively outperform you current iPad - and is compatible with the vast majority of current Apps. Other models are more powerful still.

I hope this information proves to be helpful - outlining the likely reason for your inability to update to iOS10.

Then you do not own a 2017, 5th gen iPad but a much older iPad that cannot be upgraded to iOS 10, since it appears any attempts you have tried have most likely failed.

It doesn't matter now, anyways, in 2021, since both iOS 9 and iOS have not been supported by Apple in, at least, over 3 years, now, and nearly all third party app developers have stopped supporting old iPads that run iOS 10 and older iOS versions.

An OS upgrade of such an old iPad model is not going to help this old iPad model.

Your iPad is, probably, still too old for any upgrades/updates.

Simply put, your iPad model is obsolete, now.

Sorry.

If you need/want an iPad with an up to date iPadOS with access to current, updated apps, then you really need to seriously consider a new iPad model OR a much, MUCH “newer” and less expensive, used iPad models, from better known, trusted Apple product/device retailers/resellers, capable of running the latest iPadOS versions.

There are plenty of newer, older iPad models that can run the latest, current versions of iPadOS.

Sorry & Best of Luck to You!
