High Screentime on Suspicious App

I recently noticed an astronomically high screentime on an app that looks like safari but I’m not sure what it is. Is this a virus or a glitch? Please advise.

The Independent is a website that provides news and other information in UK. Looks like that page is open in Safari and is running in the background. Can you open Safari and delete/ close that web page from there? You can also ➔ Force Close the Safari app if it is running in the background.
