If I buy a iPhone without a company, can I use it in Mexico? Like, use it with a phone company from over there

Let's start with are you purchasing this phone in the U.S.? If so, then most iPhones come with dual SIM options. That means, for example, you can have the built-in eSIM configured to use as your primary country of residence. Then use a SIM card from a cellular carrier in the country you want to visit ... like Mexico. Your phone then would basically have two phone numbers.
In this case, you can purchase the phone "unlocked" or locked to a single carrier that supports eSIMs, and then, use another country's carrier for the physical SIM card slot.
