Charging iPhone XR with 20W brick

Is it safe to fast charge my iPhone XR using the iPad Air 4 brick? (20W) it heats up a lot and I’m concerned about its battery health. It stops heating after 80%

YES, it is safe to do so.

The 80% will go to 100% after a few hours, this is part of the Apple battery management system to extend the life of the battery. The iPhone has software built into it that adjusts the charging rate and needs so you will not overpower the iPhone with the 20W charger.
