I forgot my phone password and did not back up my data. I only have some information in Icloud. I have notes and contacts. My photos are not in Icloud and I have valuable photos in my phone and I do not want the data to be deleted. Can you help me?

Your following data is safe if you had synced to iCloud.
iCloud backup doesn’t include information that is synced and stored in iCloud, like Contacts, Calendars, Bookmarks, Mail, Notes, Voice Memos, Messages*, shared photos, iCloud Photos*, Health data, call history, and files you store in iCloud Drive.
*-If you had turned on Messages in iCloud & iCloud Photos, your content is automatically stored in iCloud and they are not part of a backup.
This is a big problem for Apple, which even the owner of the phone can not break the lock, knowing that the data will be erased, Apple had to leave a way to unlock through Apple's cloud. Sorry for factory Apple
Unfortunately not.
The reset passcode process always deletes the data and there is no way to bypass that.
You are now learning (the hard way) the value of backups. Sorry.
