Use a web browser and sign in with Apple ID and password with account credentials in www.icloud.com

In photo section delete the photos https://support.apple.com/guide/icloud/delete-and-recover-photos-and-videos-mm08b49040b5/icloud

Using command and A key selects all photos in Mac OS latest version , if there are massive photos and are in series , leave the first photo and hold the shift key click on rest of photos to get selected .

Right click on any one of them and click on delete .

The second method is delete photos directly from iPhone https://support.apple.com/en-in/HT205856
