can I store photos on iCloud ONLY because I only have 32gb in storage and I have 50gb in iCloud waiting to be used.

Sorry, that is not possible. iCloud storage simply mirrors what is on the iPhone. If you delete a photo from the phone, it also deletes it from cloud storage.
