I have purchased a second hand iPhone for my daughter and when I put her sim in I get the following error message

FYI: There is no such thing as an "unlock code" for an iPhone.
That's not how iPhone unlocking works.

My daughter has bought a secondhand phone and think she has been duped. The person we bought it off has given 2 different carriers so far and says she can’t get the ‘unlock’ code from them. I have read up and could be that she is in debt to her carrier and that is why it won’t accept my daughters sim! Any FYI’s on that??🤷🏼♀️
If that's the case, it is completely useless.
