Facetime does not show up in Settings > "Cellular" and it says I cannot Facetime without WiFi

My iPhone 11 does not let me Facetime without Wifi. When I go to Settings > Cellular to turn on cellular for the Facetime app, it does not appear where all of the other apps are listed.


If someone Facetimes me when I do not have Wifi, I never get a Missed Call notification, but their phone says they called.


How can I set up Facetime with Cellular data?

We understand from your post that you are unable to use FaceTime on cellular data. We know how important it is for you to be able to use FaceTime while using cellular data. Make sure that you do not have any restrictions enabled preventing you from enabling cellular data.
