iCloud storage and the internal storage capacity of your iPad are two different things.

iCloud storage can be used to store things like your backups and photos but does not have anything to do with the actual apps you have installed on your iPad. In the case of apps that you have installed on your iPad, the built-in memory of your iPad is used.

To free up space on your iPad, you can...

  • Delete (unused) apps
  • Delete movies and other types of media that might take up a lot of space.
  • Related to the above, deleted media inside of other apps. For example, any Podcasts you might have downloaded using the Podcasts app.
  • Make sure you are using cloud services for things like videos and photos.
  • If you are using a service like Apple Music, and you do not need the physical songs on your iPad, delete those songs and instead stream them from Apple Music. Make sure Apple Music is optimized for local storage as well.

In all cases above when you are deleting things, make sure you have a backup or access to the content elsewhere before you begin deleting things.

Here is an article from Apple that goes over the differences between device storage and iCloud storage. It also provides some information on freeing up space on your device.
