Can Apple disable or "crash" apps if you have an outstanding balance for in-app purchases?

I currently owe about $37 for in-app purchases and my CC on file expired and I don't have my new one yet. I know they won't allow me to purchase or download any new apps, but today ALL of my apps have been crashing. I couldn't even leave a text message today! I tried to go to settings for something and even the settings app wouldn't open! So even when I do get my new CC it won't even let me into the settings at all! Could Apple be blocking everything for non-payment?

No, because Apple is not going to crash your apps or block the entire iPhone for any reason. This is a separate issue on your iPhone. I recommend that you shut down your iPhone and then start it back up again. See whether that helps. If that does not help then Try and Force ReStart Your iPhone as instructed in this article by Apple ➔ How to Force ReStart your iPhone.

No, I think it might be the issue with your phone. Restart your phone and then try hope so your problem will be resolve.
