Does Apple (or anyone else) make an adapter with USB-C and mini DisplayPort that will allow me to use a new mac Mini with a 20098 A1267 Apple LED Cinema display?

There is an ASC reply here ~ goes unsaid if their 30-inch Apple display was LED newer/older!

From looking I can see now that yours is said to be a 24-inch Apple Cinema details details.

The adapters are all over the map especially if your Mac Mini is an M1, not intel-based Mac.

Shows Video Support specs for you M1 mini, in Tech section below:

Tech Specs: Mac mini (M1, 2020)

User Guide: Mac mini (M1, 2020)

• Adapters for the Thunderbolt 3 or USB-C port on your Mac or iPad Pro - Apple Support

• Get help with video issues on external displays connected to your Mac - Apple Support

Secondary displays connected to M1 Mac mini ~ can go through the HDMI port.

These conditional uses may also require adapters depending on maker hardware.

The thorough-put of the signal may depreciate (or not) with use of adapters.

Other adapters &/or configurations may exist that could subsequently apply.

Good luck & happy computing!
