Iphone 12 - automatically lowers volume. NOT a "feature" for people with hearing issues

What the **** is this? I can't control my volume on my ear buds? Very helpful for those of us with hearing issues. Thanks Apple for allowing me now to NOT hear anything. Wanna tell me how to fix this?
