iCloud account merge

I have two iPhones with two separate iCloud accounts. Can I combine them into one account?

iPhone 6s, iOS 14

Sign out Apple ID from second iPhone ( that is having different apple id and password than the first iPhone ) see the article https://support.apple.com/en-in/HT208242

And then sign in with Apple ID and password used in first iPhone into the second iPhone see the article https://support.apple.com/en-us/HT204053

And set up iCloud https://support.apple.com/en-us/HT208681

And turn on all iCloud features so that applications data sync https://support.apple.com/guide/icloud/turn-icloud-features-on-or-off-mmb1de40d9/icloud
