Try a Temporary Admin:
Have you tried creating a new user? You would create a new Administrator, and would attempt an install using that user. See if that does the trick.
First, Back up your Mac:
Important: Create a Time Machine backup of your Mac, so that you can have something to restore your Mac from, should anything go wrong with the reinstall. Use an external Hard Drive of at least 1.5 times the size of your internal hard drive.
I also have this problem which I cannot resolve even though I have tried downloading over months! It will not complete and I cannot get the upgrade which I would have thought I could. I sits in my Settings box asking me to upload.
It seems to happen intermittently and there is an update which I can't download which appears and I can't download. Also, if I turn off my MacBook and restart the iTunes icon bounces asking me to carry out tasks which I can't do because the error sign always appears. I am not at all techy and much of the language used is a mystery to me. I don't understand what you mean by restoring an iOS device?

This feels a bit too much for me to manage. I don't have an external hard drive I can use on my Mac. Will see if there are any other comments.
