Apple Watch won’t charge or turn on

My watch has been in charge for 12 hours and still show the time and lightning bolt. When I press both buttons to do a hard reset the apple Logo appears for about 20 seconds then the red charging circle comes in for 2 seconds then the time and lightning bolt come on. It continues to cycle these three over and over again. Any help would be greatly appreciated.
