How do I switch from the Face Time Camera on the MacBook Pro 15-Inch 2018 to the Camera on the Thunderbolt display?

We're glad you thought to ask Apple Support Communities about how to switch to the camera on your Thunderbolt Display. It really depends on the app you're using as to the menu you'll use.
