How to remove an unknown Apple ID

If you have run into Activation Lock only the person who holds that lock, i.e. the person with the unknown Apple ID, can remove it and Apple cannot help you find that person. Return the iPhone to whoever sold it to you and get your money back.

You bought a used device that was not properly set up for resale.

Recycle it. You will never be able to use it.
