How to fix out of date IOS? (Technical Issue)

Hi everyone I had this iPad for years and its still old IOS version 9.3.6 I tried to check for updates on general settings but apparently says "is up to date" and it wont let me receive updates for it. I also tried pluggin it into my PC (based on the guidelines how to update IOS software) but nothing comes up to solve my problem.
