Can I recover photos with icloud that were deleted from recently deleted within 1 month?

Sorry no. If they were deleted and then also deleted from Recently Deleted, there isn't a way to recover them from iCloud.
Also if it was automatically removed -- see the following from: If you're missing photos or videos in the Photos app - Apple Support
Anything in your Recently Deleted folder stays there for 30 days. After 30 days, it's permanently deleted and you can't get it back.
