Carrier Update (Required): Released by your Cellular Service provider (Carrier Update), affects your Outgoing / Incoming calls, SMS, Data etc..

I too had the similar issue on my iPhone 6 after updating the iOS, tried all the possible solutions. Airplane mode On/Off, removed the SIM and put it back in, reset network settings, Power On/Off but nothing helped. The only solution that fixed my problem was to restore the iPhone via iTunes. Did that today and now got the cellular network and phone is working perfectly fine. Make sure you take a full backup before proceeding with the restore option.
