Photos stuck on restoring from iCloud on Macbook pro

When I try and manually download from icloud one photo at a time I get the warning message -"macOS cannot verify the developer of “418a2880-dbe3-4ad1-bc16-fe8ad3a1e333-1.jpg”. Are you sure you want to open it?'

I'm sure that this is the reason for 49k photo's being stuck in restoring from iCloud, but don't know how to solve this.

You will usually get this message, if a file contains executable code and is not really a jpeg, but has embedded executable code. This can happen, if you save images from the web or a Mail attachment.

Are you getting this message for each and every .jpg you are trying to download from iCloud?

Which system version is running on your Mac? And which system version is installed on the device, where you uploaded the files to iCloud?

Try to download one of these photos by confirming, that you want to open it. Then inspect it with Preview - I Preview use the command "Tools > Inspector" to see, if the item is really a JPEG.

If you are using Safari as your web browser, disable the Safari > Preferences > General >"Open safe items after downloading". This will ensure, that the file will not be automatically opened after downloading. And you can select it and open it in Preview to see the details.
