Apologies that the answer was a bit confusing. Checking the resource titled "What happens to your iCloud storage plan when you sign up for Apple One" it shows, "With both Apple One and an iCloud storage plan, you can have up to 4TB of total iCloud storage. ". To find your total cost, it will be the cost of the Apple One subscription plus the amount it costs to upgrade to have an additional 2TB of storage, and any applicable taxes.

Thanks but I saw that page already and what wasn't clear (and missing from page) was whether that 2TB indicated was additional to the included 2TB, for a total of 4TB, or whether there is a limit to how much additional storage in 2TB denominations can be combined.
Your answer does provide vaguely more context that those storage figures represent additional add-ons rather than totals.
