To download app in iPad
I cannot download the apps and keeps getting messages of That my Apple ID is not registered in iTunes has not been used in iTunes store my Apple ID has not been used in the iTunes Store

You need to sign into the iTunes and App Stores. On the iPad, go to Settings><yourname>Media & Purchases, and tap on it. It should ask you to log in. If you see Sign Out, then you should be logged in. Also, you will need to have a valid payment method to verify your account.
