How can I share my VIP subscription with a member of my family?

What kind of VIP subscription? If you already have Family Sharing setup for the family's devices, you can only share apps and subscriptions that state they can be shared. You would have to find out from the app developer or their information in the App Store if you can share that feature.

I suggest that you check with the app developer. It seems it is not recognizing your membership information based on the screenshot you have provided. They should be able to answer your question. Let them know that you have created Family Sharing on your iPhone and cannot get family members to take advantage of the share.
