Fix what.

Did you try the stand alone combo update, direct download :

Combo update macOS 10.15.7 https://support.apple.com/kb/DL2052?locale=en_US

If you still have an issue reboot into Safe boot and launch the combo update.

Verify you have free storage space available.

SSD like to have 20-25% free storage

HHD like to have 10-15% free storage

SafeBoot https://support.apple.com/en-us/HT201262

Takes noticeable longer to get to the login screen, does a disk repair before it fully boots up, and certain system caches get cleared and rebuilt, including dynamic loader cache, etc.

Login and run the update

Please Emphasize:

Other than not being able to install the update, what error messages are you getting? When did this start to occur? More information would occur.

New Admin User:

Try creating a new Administrator user for temporary usage. Once created, try installing with that user. Before proceed with the install, report back if you get the same error with the new Administrator.

Still not able to update beyond 10.15.2
