Fix what.
Did you try the stand alone combo update, direct download :
Combo update macOS 10.15.7 https://support.apple.com/kb/DL2052?locale=en_US
If you still have an issue reboot into Safe boot and launch the combo update.
Verify you have free storage space available.
SSD like to have 20-25% free storage
HHD like to have 10-15% free storage
SafeBoot https://support.apple.com/en-us/HT201262
Takes noticeable longer to get to the login screen, does a disk repair before it fully boots up, and certain system caches get cleared and rebuilt, including dynamic loader cache, etc.
Login and run the update

Yes you can run the update from Safe Mode. If all else fails, you can try downloading the full installer.

Please Emphasize:
Other than not being able to install the update, what error messages are you getting? When did this start to occur? More information would occur.
New Admin User:
Try creating a new Administrator user for temporary usage. Once created, try installing with that user. Before proceed with the install, report back if you get the same error with the new Administrator.
I was finally able to install 10.15.7 On the external SanDisk. I did download the full version through the iTunes link and then did a clean install from an external USB drive. I didn’t have to do it in safe mode and the kernel cache error didn’t come up. Thank you everyone for all your help.
I did download and try the 10.15.7 combo update but it had the same error. I didn’t realize it was possible to run the update from Safe Mode? I also use an external SanDisk SSD on a 2013 iMac.
You're welcome.
OK it still seems like it’s stuck in a boot loop. I’m gonna look at it again tomorrow
