emoji are created by the Unicode Consortium. You can propose a new emoji to them; then Apple and other providers will implement after it is published by Unicode. Here is info on submitting a proposal→https://unicode.org/emoji/proposals.html, although note they are not accepting new proposals until April 2 because of the worldwide pandemic.
