I been trying to update my iPad Air and it states it’s up to date with 12.5.1
There are apps telling me I need update 13.4, I tried connecting on computer and update through iTunes and received same that it is up to date.
What to do now??

An unit running 12.5.1 isn't capable of 13 or above; you'd need a newer iPad.

Nobody on these boards can say if there'll be another patch for the first generation iPad Air, but they definitely can't run 13 or above.
