From Join Apple Arcade - Apple Support:

  • With Family Sharing, when one person in your family subscribes to Apple Arcade, everyone in your Family gets access.

So it ought to be. Presumably after one person has subscribed a different family member with a capable device has tried going into the Apple Arcade section of the store to see if they can simply download a game without getting prompted to sign up for the trial? From Step 2 of the sign up process:

With Family Sharing, you can get access to Apple Arcade for yourself and up to five family members. If you're using Family Sharing and someone in your family group subscribes, you'll see a message that you have access to the subscription when you try to subscribe.

So it looks like you may have to go through the motions of signing up and accepting the trial, it isn't just turned on.
