Is there a way, on an iphone or ipad with the latest iOS, to name people in a photo whose faces have not been picked up by the auto-identification? I have lots of photos of them, allocated to their respective names already, but in a few photos that has not worked.

You can only name faces, if Photos has recognised the face in the photo. If iOS 14 is installed on your device, you could add the additional names to the caption of the photo. Then a search for this name will also find the photo.
