When trying to delete apps on my iPhone 8 no X appears once they begin to wiggle.

When trying to delete an app on iPhone 8 I can get the apps to wiggle but there is no x to delete the app.

how do I delete an app without an x?

Please check: Screen Time - Content & Privacy Restrictions - iTunes & App Store Purchases - Deleting Apps = Allow.
