What happened to the ability to delete apps?
I am unable to delete apps from my iPad. I haven’t had this issue before. The X does not appear on the apps for me to delete them.

You need to check your ScreenTime restrictions:
Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Deleting Apps - ensure that this permission is set to Allow
